Dual mandate CAIO+CTO: one name, two seats, one yes-test

Some houses put tech and AI decision in one name when size or maturity cannot carry two seats. That works only when the same person truly owns the contested AI yes *and* the platform. Not as a title stack. A CTO with AI expertise alone is not automatically a dual mandate.
